The incumbent will support the Disaster Recovery Public Assistance Field Unit within Disaster Recovery. The duties include, but are not limited to:
o Develop and maintain knowledge of all applicable State and Federal laws, rules and regulations relating to recovery programs and grant administration. Acts as a resource and shares knowledge and expertise with subordinate staff, internal/external agency stakeholders and applicants. o Supervise Regional Public Assistance staff, to include completing evaluations, overseeing schedules, reviewing time off requests against workload and deadlines, and time-sheet management. o Oversee all daily activities assignments to staff. Schedule routine meetings, setting priorities and coordinating the preparation of identifying key deliverables, lead responsibility and critical dates. Review staff work and ensures staff are trained and provided tools required for staff performance. o Organize, maintain, and update electronic information and documentation for projects, contracts, disaster declarations, letters, program and financial information and reports. o Compile data and drafts program and financial disaster specific section letters and reports on the status of programs, projects and funds, responses to FEMA, state agencies and applicants as directed. o Oversee contractors within Disaster Recovery Services contracts. o Draft project narratives, identify expenses and review for eligibility and accuracy for reimbursement, and reconciliations of the same. o Attend meetings with FEMA, state agencies and applicants as needed. o Assist with preliminary damage assessment team efforts and disaster declaration requests if needed. o Provide logistical support to Recovery unit activities by assisting in briefings and the preparation and organization of materials. o Complete special projects as assigned, usually with minimal turn- around time. o Facilitate, participate in, and deliver trainings and workshops to inform and educate applicants and staff of recovery program and administrative processes. o Possess and maintain a valid, unrestricted New York State motor vehicle operator's license. o Travel may be required, including during evening and weekends; approximately 15% depending on mission and assignment. NOTE:
Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

Salary Range:
From $45617 to $76387 Annually
Minimum Qualification
CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Salary Grade 11 or above and eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law. 70.4 Transfer:
Candidates must have one year of permanent competitive or 55b/c service at the SG-11 or above AND possession of a bachelor's degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists. PCO Appointment:
Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply. Successful completion of two-year traineeship leads to appointment as a DHSES Program Administrator 1, SG-18. NOTE:
