Economic Development Program Specialist 2

Under the general direction of the Vice President of Global NY, the incumbent in this Economic Development Program Specialist 2 (EDPS2) position will be responsible for providing Global NY Division Services in the Long Island Region and potentially other suburbs of New York City, working in coordination with Empire State Development's regional offices. Duties include but are not limited to the following:
o Originate and manage Global NY projects that will increase the number of small businesses that begin to export o Increase the value of exports for small businesses that currently export o Increase the number of small businesses exploring significant new trade opportunities o Organize and participate on site visits and handle outreach of visitors seeking assistance in conducting business internationally o Compile economic /business development information needed for program management and client service delivery within the scope of Global NY initiatives o Work with the Empire State Development foreign offices to recruit companies for state led trade shows and trade missions o Ensure timely completion of Export Marketing Assistance Services projects o Prepare specialized information on incentives and other economic development tools specifically tailored to facilitate client business development o Work closely with community leaders to form and promote local business/trade/tourism development strategies o Recommend strategies and/or policies for business attraction/retention in NYS o Assist with program development and serve on committees and special task forces as required o Identify NY-based businesses' circumstances and their related needs o Serve as the point of contact for agency's clients and assist as necessary o Address requests from the Vice President and/or the Executive Chamber o Prepare/Submit biweekly progress summaries o Participate during staff meetings o Mentor junior staff o Travel required- 5%

Salary Range:
From $73284 to $92693 Annually
Minimum Qualification
Open to current NYS employees with one or more years of service as an Economic Development Program Specialist 2. Provisional appointment may be considered. To be eligible for a provisional appointment, candidates must either:
A) be a qualified employee of the New York State Department of Economic Development and have three months of permanent competitive service as an Economic Development Program Specialist 1; B) have seven years of professional economic development experience in a subdivision of government, not for profit organization or economic development office of a public utility firm; C) have seven years of professional experience with a private business, which has as its principal business activity real estate development, site selection or economic development consulting; or D) have a combination of both professional economic development experience and professional experience, which must total seven years. Professional economic development experience is defined as work primarily in programs and activities intended to attract, retain or create jobs for the general public either directly, or indirectly through tourism promotion, export assistance, urban and regional planning, redevelopment of blight or counseling of minority-owned, woman-owned and/or small business enterprises. Professional experience where your primary responsibility must have been in one or a combination of the following areas:
o Professional site selection consulting which includes analyzing a variety of location considerations including labor, taxes, energy, infrastructure, real estate, construction and regulations, and making recommendations to industrial businesses on where to locate, expand or consolidate operations; o Industrial/commercial real estate development which includes analyzing locations, selecting a location and achieving the approval, financing, design and construction, and reconstruction/rehabilitation of industrial or commercial real estate properties; o Economic development consulting which includes consulting economic development organizations concerning economic development strategies, programs and practices. Experience Substitutions:
an associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for one additional year.Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
