Disaster Preparedness Program Representative 2

o Assist in assessing the training needs of state and local agencies and other organizations that support the State's emergency management efforts. o Conduct and/or facilitate the delivery of emergency management related training, both locally and regionally across the State. o Participate in the development and coordination of a Statewide comprehensive training and exercise plan. o Assist with planning, designing and evaluating curriculum for training programs. o Assist in the preparation of training reports. o Support emergency operation during times of emergency and disaster from the State Emergency Operations Center, State filed offices, and/or county/local deployments. o Provide technical planning assistance to State and local government agencies in the development of disaster preparedness and emergency response plans. o Coordinate and collaborate with public and private sector stakeholders and other organizations that can support the State's disaster planning and preparedness efforts. o Provide assistance in conducting hazard analysis workshops, risk assessments and using applicable data to support emergency development. o Review and comment on emergency plans, as appropriate. o Attend and/or facilitate planning meetings, conference calls and provide support in the delivery of exercises to test the effectiveness of emergency plans. o Complete administrative paperwork as related to program issues. o Obtain program-specific and NIMS training to enhance existing skills. o May also supervise and provide training for the Disaster Preparedness Program Representative 1s. o Provide technical assistance to State and local government agencies in the development, deployment, and maintenance of All Hazards incident Management Teams (AHIMTs). o Attend and/or facilitate meetings, conference calls and provide support in the development, deployment and maintenance of AHIMTs. o Support the coordination and delivery of All Hazards ICS Position Specific Training and AHIMT training, workshops, and conferences. o Prepare overall program expenditure data, estimate projected expenses for budgetary purposes and drafts other required financial reports as required by grant guidance or agency policy. o Maintain the proper inventory level of IMT equipment and supplies. o Participate in on-site assistance program and evaluation of regional/local AHIMTs to determine operational readiness. o Act as liaison between the State IMT and Regional and/or County AHIMTs, other State agencies, and local officials for various planning and operational activities. o Identify and establish administrative priorities within assigned programs. o Analyze written and published program material on NIMS, ICS, and AHIMTs, and draw conclusions concerning its impact. o Responsible for all aspects of the NYS Emergency Operations Center (EOC) including the following:
having the EOC ready to activate at any time (updating materials and programs)), working in and assisting with the operation of the EPOC during an activation, and making sure all is in place after an activation is complete. o Maintain and update coursework related to EOC positions. Also maintain updated Standard Operating Procedures related to the State EOC. o Travel will be required. NOTE:
Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

Salary Range:
From $56604 to $71980 Annually
Minimum Qualification
Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 2; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service as a Fire Protection Specialist 1 and eligible for transfer under Section 70.1 of the Civil Service Law. NOTE:

Either 1. six years of emergency management experience as listed below; Or 2. a specialized bachelor's degree as listed below AND two years of emergency management experience as listed below; Or 3. any bachelor's degree AND three years of emergency management experience as listed below; Or 4. a specialized associate degree as listed below AND four years of emergency management experience as listed below; Or 5. any associate degree AND five years of emergency management experience as listed below. QUALIFYING Emergency management experience must include two or more of the following areas:
o Coordination and implementation of emergency management and disaster preparedness programs. o Preparation or modification of disaster plans. o Preparation, modification, presentation of disaster educational training and/or exercises. o Gather and analyze information to produce briefings or reports or to make timely and effective incident response decisions. o Represent an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System. o Manage or supervise logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies. Specialized Degree Areas:
Homeland Security, Disaster or Emergency Management, Emergency Preparedness, Emergency or Public Safety Services, Disaster Resilience, Crisis, Emergency and/or Risk Management, Fire and Emergency Services, National Security, Security Studies, Disaster Science, Critical Infrastructure, Business Continuity, System Safety and Security, Business Organizational Security Management, or Public Administration. A master's degree in one of the areas above will substitute for an additional year of experience. Non-Qualifying
Experience:
The performance of only EMT, firefighter, police officer, or other first responder activity is NOT considered qualifying experience. Experience as a correction officer is NOT considered qualifying experience. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
